My sweet peas have not grown very tall but have plenty of flower buds. Daughter's (same seeds) are now very tall but she says no sign of buds at all. Should she pinch out the tops to encourage budding?

Yes, but the difference between the two lots of plants is due to different growing conditions. Yours are either in poorer soil or have received a check. I have a row which is tall at one end and shorter at the other.
