I am a new gardener and recently planted two lavender plants, both have only produces on or two stalks. Please help

New plants may only be on single stem. The ones I grew from cuttings this year are just like yours. You need to encourage them to grow into bushy plants and you can do this by cutting them back gently. If you do as Bamboo suggests and keep them watered they will eventually bush out.

Not sure what you mean by "produces" - if you mean flowers, it'll probably flower again later, if you mean leaf stems, then its not a strong plant - keep well watered if you've only just planted them, now was not a good time to plant because we're in drought, might have been easier to keep them watered twice a day in their pots till we've had some good rain.
