Salix integra 'Flamingo' is often pruned several times during active growth in summer to encourage the production of new shoots with the pink coloured foliage. This creates a naturally very small and bushy plant though, so if you want something more substantial and tree-like you can prune in March-April after the danger of frost has passed.
