I have a clematais cartmanii White Abundance.
It is three years old and has flowered prolifically each spring. However
this year it is looking very sick and not growing at all well.
Any advice?

Don't know where you are in the UK, but the most likely explanation for most areas of the country would be drought - give it a good soaking.
