I have a floury white powder on the leaves of my whitebeam, what is it and can it do harm?
Well it sounds like mildew, a fungal disease. There are several sprays available, although if your tree or hedge is big, that would be impractical. When autumn comes, the leaves will fall anyway, but make sure you either burn them or dispose of them without composting them.
