I have a palm tree which all of a sudden seems to have a silver christmas tree growing from the top of it. What is it and should I cut it off or leave it.

As Ilex says, the flowers - leave them, if you're lucky they might be fragrant. You can cut the spike out when the flowers are done - if you can reach it!
