My dad had huge oleanders when I was a kid. 9 inch plastic pots with a 6 ft high plants in the kitchen or conservatory.
I keep mine indoors north facing window sills in kitchen & south facing in living room. They flower a bit but not prolific with anything. Soil is OK. Feed? Too hot? Too cold?

I've never been tempted to use them as kebab sticks.
Full sun dries up leaves.
I did put one out......better check its not out there!!

Oleanders love being hot and on the dry side. They will only usually flower during the summer in the UK. Give a weekly liquid feed from May to September, keep in full sun if possible.
Mine is in a 10 litre pot and was in the conservatory all summer. It flowered really well then i cut it back fairly hard and put it outside....and that's where it's remained, all winter. It's as green and healthy as the day i bought it despite it being subjected to temps as low as minus 6 and bitter north east wind !!!!
Just in case you didn't know, Oleanders are extremely poisonous.
