my lawn is water logged, poor drainage, I need a inexpensive solution please. ? top soil, spiking, seeding/?

Start with the easiest....get a fork and go over the lawn by putting the fork in as deep as you can go and then giving it a wiggle to open up some holes.
if this isn't clearing the problem then you might need to move onto the next choice.

I agree Badfish. Its hard work and frustrating, hauling the fork out every time, when it gets stuck. Also you need a large pronged fork, not a border fork. Would suggest doing half an hour per day, then doing something else for a change.

No easy answer and no inexpensive answer can be given here in my opinion. Surface and subsurface drainage issues are involved here and the situation that you have must be looked at in detail. There are no quick fixes. I would recommend that you obtain a lawn care specialist or a landscaper to take a look at your lawn for recommendations to cure this problem since they deal with these problems frequently and know what to do.
