I would like to move my corkscrew hazel tree. It is about five years old. Is it safe to do so and when would be the best time?

you have left it late as they are just starting into growth , if you do now make sure you dig up enough rootball and keep a eye on watering over the spring and summer and dont let it dry out , if me I would leave till late Autumn

I agree with GG would leave until late autumn now. Our corkscrew hazels already have catkins on them.
