I have a very tall cordeline australius which is bare from the ground to about 8 foot and then a mass of leaves at the top. I want to cut it down but ask is it possible to cut and try and grow on again using the leafy part?

You can cut it back but do it in spring. This will make the base produce several sprouts so you will end up with several trunks. The top will not root very well if at all I'm afraid. As I say, wait until next spring though to cut it back.
