There is a big laurel bush (trunk about 350 mm in diameter) where I want to erect a fence. If I cut it down at ground level will it grow again?

Almost certainly, particularly if its Prunus laurocerasus, the cherry laurel. Even if its Aucuba japonica, the spotted laurel, it likely will.

If you don't want it to grow again, drill into the woody roots after you've cut it down, making hollows about half inch deep and fill them with SBK, cover with something and leave to die (assuming you don't want to attempt to get the roots out).
