I bought an end of season poor looking Valley Valentine Pieris (Japonica) for really cheap. I know its late in the season but figured it would go ok for next year. I planed to plant in part shade and give it some plant food, any other advice? Should I cut down the dead stuff?

welcome to Goy. yes I would remove any dead stems as it will minimise any disease getting in.
As it is pot grown [assumption here] it can be planted in the ground as soon as possible. if the roots are very congested, gently tease them loose so they are not going round in tight circles. dig a hole 2-3 times bigger than the pot size, mix in some compost/growing medium/ leaf litter to 'improve' the dug out soil and plant to the original depth of the plant in the pot. firm the improved soil down and water well. it should reward you with years of pleasure.
