A few weeks ago, I planted some Evening Primrose seeds in small pots and kept them on my conservatory windowsill. They have now popped up, lots of them, but are still very small. I intend potting them on and then place them in the garden. However, I am told that they do not grow in the same place twice. Is this true? Eventually I want to put about 5 plants in different largish pots on the terrace in the hope that they die back and then come up again each year. Any info please.

Evening Primrose is usually biennial, sometimes annual, so it's unlikely to do as you wish.

Previous question
In our garden they behave like annuals but self seed so you never know where they will pop up. Nothing to stop you transplanting the seedlings in the spring though if you are careful.
