What could I plant under my beech hedge to a) stop weeds growing and b) provide interest, before the hedge eventually comes into leaf?
Would primroses survive being in the shade for six months if I planted those?

If its a mature hedge in a narrow border not much will grow happily. Try grape hyacinth, as long as they can't spread anywhere else. Celandines are very pretty but eject their seeds surprisingly far so you get new ones coming up all over the garden (we do anyway) so I wouldn't use them next to a lawn or flower bed. I think it would be too dry for primroses, certainly for the garden varieties.
If its a young hedge with space in front there are lots more options until the hedge gets wider.

Lesser celandine, Wood anemone, Bluebells, species geraniums and Vincas. Most spring-flowering woodland plants which come into flower before the leaves on the tree begin to emerge.
