Asked one question about lillies but now have another. Brithday Rose about 6 years old is not flowering this year pruned last year in Octoberr. Fed and fertilized but now flowersd this year. Can you help. I am still learning about everything

my birthday rose took a year out last year but is doing well this year. dont know why. just didnt feel like it i suppose.
