My lavender isn't flowering

My lavender did not flower after planting in a pot on my patio last year, nor is it showing any signs of flowering this year. The foliage appears healthy enough, with new shoots which have emerged this spring. I read that lavender thrives in poor soil, so have been reluctant to add fertiliser. Any suggestions please?

Bit early for most lavenders, specially this year with it being so chilly. Can't say more really, without either a photo or more information, like what variety of lavender is it? How big is the pot in relation to the plant? In sun or shade?
