I have a Cordyline and the leaves at the bottom of it have turned yellow,is it dying or can it be saved?

Agree with Jimmy, always assuming the Cordyline hasn't recently been planted and is short of water.

Yes, far better to pull them off. This process is the same for yuccas.

I think you will find that it is the nature of the plant. The lower leaves will turn yellow, then brown and die. You can cut the leaves off near the stem or as I do, pull them in a downward direction to make a neater trunk.
