how do you empty a pool using just a small pipe?

Put one end in the water, suck the other end till the water comes through (spit it out), lay the tube on the ground or into a container, let it run. It's called siphoning

If you can run the tubing to an area lower than the bottom of the pool, coil the tube in the pool until it is entirely submerged, put your thumb--or hand if the tube is too big to seal with just the thumb--tightly over one end, and drag that end to the area it will be draining into. Siphon action will start the water running to the low area. It's a good idea to use a rock or brick to hold the other end of the tube in the lowest part of the pool. Otherwise you will need to buy or rent a pump appropriate to the size of the tube, and patiently wait for it to pump out.
