Don't think so, most leaf cutter bees in Britain are dark coloured.

I think it might be one of the larger rose sawflies - not something you want if it is. But they usually have greyish or blackish transparent wings, this one seems to have clear wings...

Thanx Owdboggy & Bamboo. I think you're right Bamboo i've looked up sawfly and it certainly looks like the litlle blighter. Now to find a way of dealing with it!!
