my cordyline has lost all last years leaves from the crown some new growth is dying off, but it has healthy growth coming from ground level, also the trunk feels spongy do i need to cut it back ?

It sounds like a good thing to do. The trunk probably got too damaged in the frost to support the top, so now it will grow from the base. This may be a good thing: multiple trunk cordylines are often more spectacular than single trunk ones.
