Probably Bay Sucker - remove affected leaves to control it, otherwise, look for a pesticide spray which will treat it - the list of chemicals to treat it with which I have here is comprised mostly of things which have been withdrawn, I'm afraid. Provado may have something in their range, but its sometimes possible to control it just by removing affected areas if its not that extensive.
