can a piris plant be moved when it is mature as I hope to save it when I have some building done

Depends just how mature it is. You'll need to have the planting hole prepared and lots of good compost in, lift the peris with as little damage to the root ball as possible and plant immediately. Keep very well watered. If it has been in the ground 10 years + it is unlikely to move well.
