I found this planted in a open lot. It was so pretty. It's busy and covered in purple flowers. What is it?

I reminds me more of scaveola, a plant I 've used in a hanging basket in previous years. google it and see if it fits.

I'm thinking that its a Cuphea, maybe one of the new C. hyssopifolia hybrids.

That's very blurry, but it reminds of Lycium, sometimes known as Duke of Argyll's Tea Plant or Goji berry.
