I have a problem with an oak tree of mine and I dont know how to treat it. Can anyone identify it from the picture and advise me of the best cause of action ?

I'm taking that this is a Bonsai? Looks like caterpillar damage and sucking insect damage by that puckering too. Well, the leaves are still functional (just) so leave until they drop (or turn brown as they often hold them like beech). Next year, keep an eye out for any insects and spray with a suitable insecticide. Hopefully, this won't happen next year.
