Hi, Ive grown some really good garlic this year,but as well as big bulbs the garlic stalks have individual cloves growing out of them. Ive never seen this before. Is it normal and are they ok to eat?

Probably what's called "bulbils". Some garlic varieties produce these instead of flowers. Perfecly safe to eat, but more often used to propagate next year's crop, as MG says.

Sounds like what you have on the stems is next year's garlic sets...
