You can do, but the seedlings will be very variable as to flower colour, size and quality and may also take an extremely long time to start flowering. Seedling grown Wisteria are available commercially, but most growers and gardeners select grafted plants instead since these will flower within a few years of planting. Some of the seedling forms can take anything up to 20 years to bloom, so it's a game for the patient!
