How big should I let my runner beans grow before picking them?

It's up to you really, but I always used to pick them fairly small, no more than six or eight inches long - after that they get tough and stringy, I think, and certainly, by the time they're 10 inches long, they're even tough to cut, never mind eat. Its the only reason I ever grew them, so I could have them at that stage.
