There are weevils which eat the kernel of Hazel. Though there is usually a small hole where they have escaped.
There is also the possibility that they were not fertilised back in February/March (They are wind pollinated).

and its been relatively dry so when the kernel should have been swelling perhaps that was during one of the dry spells.
