My cordyline has lost all its leaves due to the harsh winter. We thought it was dead but is has now produced epirhizic shoots. Can we use these to grow another tree if so how do we take cuttings

If you mean its shooting at the base, several plantlets, cut down the dead mainstem and let the new plantlets take over. If you want to grow them on separately, you will need to get a good piece of root on each one to have any success, and that isn't always possible.
