foliage on my crocosmia is turning brown; no buds yet. I live in Reno, NV. Plant is in fairly sandy well-draining soil; am I over- or under-watering?

If it was planted in late spring, it may be going into summer dormancy before blooming. If it is sheltered enough, it may bloom much earlier next year. If exposed to the worst of winter, dig up the bulbs right at the first frost, store them dry, and replant a few weeks before the last frost next year.
