Did you thin the seedlings out to 10-15 cm apart when they were scallion size? Did you feed them well, especially nitrogen and potash, before the bulbed up? And did they get plenty of water, even through the drought? These are the most common causes of small onions, Planting too late can make them smaller, too--an extra problem this year, with its late, cold spring.
