Citrus usually take about 5-6 years to produce fruit from seed, so I wouldn't worry about them yet. The soil and food should be right. Other things to help would be to make sure they are getting enough sun, at least a half day's worth, and aren't getting pruned more than minimal thinning for training. Sun is particularly important in the winter, when they are deciding to form flower buds, but adequate sun in the summer is also necessary to feed the fruit, once it does decide to bloom. Once the flowers come out, you may need to hand pollinate if they bloom away from bees. Be aware that if the fruit you got the pips from was grown in mixed orchards, you may have some unusual hybrids--tangors and tangelos are usually good, but it's hard to tell how an "orangemon" would turn out!
