Does anyone know what disease or pest does this? Or is it just discoloration? Both the broccoli leaves and kale in the pictures are close to spent. I don't want an infestation!

It's a bit hard to tell from the pictures. Are those white spots like something spattered on the leaves, or are they sunken dead spots in the leaf? If the former, I would wonder what the neighbor on the other side of that fence was spraying. If the latter, I have seen damage like that due to drought or strong winds.

I venture a guess that it is an insect pest that goes by the name on THRIPS.
