yes change the soil. they are vine weevil grubs. check the roots/crowns of any plants you have kept. They are good at burrowing into the crown and hiding.

The birds will enjoy eating them and so will any pond fish you might have.

Any you miss will turn into beetles in the spring - watch out for them - very fast. They are a really bad pest and eat the crown and roots of many plants - heucheras especially.
