Possibly they aren't getting pollinated. If bees are in short supply, it's necessary to take pollen from the male flowers--the ones without baby marrows behind them--with a brush or Q-tip, and apply it to the centers of the female flowers, preferably of a different plant. The best time to do that is in the early morning.
