When is it safe to lift out daffodil, tulip and hyacinths from tubs and pots for storage? How do I store them over their dormant period for safety. I now need to plant other flowers in those tubs.

If you want the bulbs to come back and flower again next year, you should wait for the foliage to die back naturally. That takes about 6 weeks. Otherwise, just pull them out, toss them, and reuse the tubs for something else. You can always buy new daff bulbs in the fall. It's really up to you.

If you are putting bedding plants in wait until the foliage dies down and then plant the bedding on top of the bulbs.

or if you really want/need to lift and keep them then
lift the bulbs out, repot with minimal root damage into other spare plastic pots. water and feed well until the foliage naturally dies back. dead head the bulbs so the plant doesn't waste energy making seed. should be about 6 weeks. then allow to dry and store in paper bags in a cool dark place. [I've stored then in sawdust before]
