Providing its not currently in flower, use a systemic insecticide, spray all of it till run off. If you use a contact insecticide, that will only kill the ones on the plant when you spray - systemic treatment means it keeps working for whatever length of time it says on the bottle, usually up to a fortnight.

I rub them off manually. Squash 'em.
