Possibly, but more information is required please. How long have you had the plant; is it in a pot or in the ground; in sun or shade and lastly, have you pruned it at all and if so, when? And by Mexican Orange Blossom, I'm assuming you mean Choisya of some variety? Do you know which variety you have?

Yes, I have had the same problem with my choisyas which have been in place for over 20 years. Lovely glossy leaves but never any flowers, they are in full sun (when we get it!). I'm in Northern Ireland...
