I have a bamboo with black stems which is about 6 foot tall. I have had to repot it as the original pot was now too small and it kept blowing over (it is on a balcony). Since I repotted it all the leaves have turned brown and dropped. What can I do to save it?

I agree, give it a plenty of water. you may find new shoots grow from the base of the plant. then when you get new growth you can remove the old canes.

Did a lot of soil fall off the roots when you removed it from the old pot? Did you water it well before trying to transplant it?

sounds like it was on its way out before you re potted it and if it was blowing over regularly its because the pot hadn't been watered enough....
Balcony because they are exposed to the wind etc makes the plant lose a lot of water very quickly from the leaves.
just keep it wet is the best I can offer you with advice and see what happens .
