my hebe has started to turn brown,looks like its dying yet there are some very ting green shoots on it. also bits of it are still in flower. It happened last year so I cut it back hard with fingers croosed this seemed to work until now ?

Its quite common for some varieties of Hebe to go brown in the middle, but not usually while they're flowering. You don't say which one it is, but if what you did last year worked, then you may have to do it again - sounds like a drought problem to me.
