If you mean Buddleia davidii, this should be cut down to within 2 inches of old wood in spring, around March/April, but you can remove some of the longer growth this year in October.

When we had Buddleias I would cut back most of that years grown in the autumn to stop it from getting battered about by the weather then did as Bamboo suggests in spring.
