Plants under 3 years old cannot be divided - even plants older than that are difficult to divide because they have a taproot, but usually, they seed themselves and that's how you get more. Move around in September or October, not now.

All I can say is we have never had any success trying to move aquilegias they are tap rooted and if you disturb the root they die. For the same reason you can't divide them.
