I have a poppy in my garden and the top part of the stem has broke off in the wind, can you tell me whether it will regrow the head and reflower?

No it can't regrow a head. You may get another head but not likely.You do not say if this is an annual or perennial poppy. If you put the stem in water the head may open for you. Poppies are usually very sturdy. I wonder if you have been a bit free with the fertiliser which could result in frail plants prone to wind damage. If it is a perennial then I would check where you have it and if it is in a situation where the wind catches it you would do well to move it later in the year. Welcome from me too.
