can a neighbour put a line of cd discs above the height of my garden fence which is between our two gardens. When the sun comes round in the day I get the flashing around all my downstairs rooms .

Why have they got the CDs there? We used to use unwanted CDs to discourage birds on our veggie patch.

Some people hang them in fruit trees to try to put off the birds, moongrower. Doesn't work very well, in my experience!

People tried CDs on our allotment site to protect their crops from pigeons. The pigeons just admired their own reflections.

Hmm...I guess that you can hope that while they are primping, they aren't eating! :)

And in a few weeks the coating which makes them reflective will come away and they will be left with clear discs. At least we were when I tried it for bird scaring.

I think this is going to be a case of diplomacy on your part. They can and have done it, but whether they should is a different thing. I don't know if it is illegal.
If it were me I'd pop round and ask if they could lower them below the fence line as the flashing from them is disturbing you. If it was me it would in fact trigger a migraine.
they may not even be aware that it is causing you a problem and will happily lower them.
