I recently emptied some old potato sacks on a piece of spare ground and there were some small potatoes in them. Since emptying the sacks, there has been some rapid growth of plants and some are going to flower soon. Will we be able to eat the potatoes if there is a crop of new ones? Thanks!

Of course - they are still potatoes! Make sure the roots are covered with soil though or the potatoes will be green and not edible.
