Some of my shrubs have a white fungus attached to the branches, what is this and what is the best way to treat it?

I'm afraid photos are necessary, and knowing precisely which plants are affected - if its apple tree, could be woolly aphid, if its on the trunks of woody plants, could be scale, if its on soft green growth, could be another form of scale or aphid, if its on Phormium, could be Phormium mealybug and on and on and on...

it could also be lichen growing on the branches.
As said a photo or if not a better description of the growth on the branches.
