This scencio sunshine has overgrown. How do I prune it and when? Can it cut it down by half?

It's a teeny bit late to cut it back by half, though you can do that, or a bit more, in spring when growth begins, or in May. You can certainly cut it back now, but don't take more than a third off the stems as a maximum.
