my cordyline seems to be dieing it has flowered and new shoots are at the bottom but the leaves are all turning brown what do i do

Assuming it hasn't suffered severe drought (as we have in the South) then this is probably a result of the severe winter - it may be that the top is too damaged to continue, but you have new growth from the roots at the base. Keep any eye on the main stem that's dying - if you're eventually certain its dead (no growth at the top, or sogginess of the main stem) cut the stem down as close to the ground as possible and allow the new growth to take over.
