I bought these roses 2 yrs ago as the pictures show one of them is not doing as well as the other 3 anyone out there know what's happening with it

Needs to come out of the pot and go in the ground, as will the others you have very shortly, if they're the same varieties. Unfortunately, roses really don't do well in pots, with the possible exception of the little patio roses. Its worth turning it out of its pot anyway, to check there aren't any invaders affecting the roots, there;s nothing obvious with the topgrowth because there aren't any leaves to see.

Thanks for that they are patio roses or at least they were advertised as such there was leaves this year and loads of buds but the stems have went woody and they fell of there is a few green shoots left I was thinking of leaving it this year and pruning it very hard next year

Prune in March where you are - but they're not really patio roses, whatever they were sold as - true patio roses only get about 8 inches to a foot max and have a lot more, thinner stems. The last so called patio rose someone gave me as a gift I dug out two years later because it had reached 3 feet in that time.
