I want to plant bottlebrush plants to use as a tall screen to screen my neighbor's huge motor home. How and when do I prune a new plant so that it will be tall and full? I want it to be at least 10 ft. tall and full.

Don't prune at all - if you haven't chosen the plants yet, you might be interested in the link below, which lists varieties and their height/spread, along with USDA growing zones. They're not overly fast growers though...

If you tip prune the top 1/4 of the plants right at planting, they will fill out faster, but that will slow the gain in height some. There are always trade-offs.
